What is the name of your state? NM

This is the question.. If a man fathers a child outside of the US and she is under age according to "our" laws but not that of the birth mother's country. when the father brings the infant to the US can he be prosecuted for this?

So, on a sex trip to Thailand to have sex with a child you want to know if you're protected in this country?

ask someone else.

Also, you have to have the mom's permission to take the child out of the country. The kid will not be a USC until you file the necessary documents to the US embassy in the country of birth.

Simple answer... no.
Absent a law prohibiting conduct... and jurisdiction, there is no crime.

He cannot generally be prosecuted here for acts that were (he should hope) legal abroad.
