We are harassed by the neighbor leaving one floor below in our co-op. E.g. she loudly nocked for several minutes her ceiling (our floor) at 2:00AM, 4:00AM and 6:30AM. We were asleep, it was comletely quiet in the apartment. It si only one example but very indicative.
What are our recourses? The co-op's Board seems to be intimidated by this neighbor by profession a teacher.
