Can crimminal charges be brought against a passenger who thinks he is tarzan cclimbing between front an back seats, out rear window etc. Causing interference , distraction and accident?

Maybe.

Why didn't the driver just stop when he started to climb out?

If the driver was charged with a crime and he's trying to get out of it by blaming the passenger, it may not fly. It depends on the details.

That's why I keep a taser in the car - it keeps those rowdy bums under control.

But since you were unarmed, you should have followed Carl's advice and stopped the car when the passener actions made it no longer safe to drive.

In Georgia it would be. I've charged people for interefiring with the driver's ability to operate a car.
