If my wife and I give a joint gift to our daughter and son-in-law jointly of 25,000, does this meet the gift tax exclusion of 10,000in one year? To wit, 6250 each from me to my daughter and son in law and the same for my wife

You and your wife could give your daughter and son-in-law up to $40,000 without triggering the gift tax.
