I was wondering if a employer has to withhold state taxes from your check, and if they don't, do they have to notify you?

You get a notification with every paycheck (the paystub) what has been withheld.

You (the employee) has to tell the employer whether or not to withhold and, if you withhold, how much. The employer takes your word for it.

If you haven't paid enough, then you have to send the balance in with your income tax return.
