I am in PA.

I am in the appeal process of a small claims action. The issue will go before an arbitration panel soon. My question is this. Do I have the right to request and expect to be given copies of estimates and an itemized list of damages the plaintiff is claiming? Copies of photos? How should I go about requesting this? (I am not comfortable calling him- would a certified letter be acceptable?) What information should I be prepared to make available to him if asked?
