In 1989 I signed a "Stipulation for Discontinuance of Proceeding" in a NYS sales tax matter by which I agreed to pay a settled amount of money-which to date has not been paid-. I have just recently come to realize that the Statute of Limitations had already passed at the time I signed the stipulation. Am I bound under the circumstances?
