Neighbor's new house across my property line

The adjoining property to ours has a house in the process of being built and the structure straddles the property line. The owner is trying to buy our lot but we were not planning to sell since this was to be for our retirement home. The county & housing development both have a 10' setback for all adjoining properties. What rights do I have?
