Neighborhood issues: "slap suit." A neighbor retaliates against another for doing something he doesn't like. E.g., Neighbor 1 has asked Neighbor 2 to lower his high fence, because it compromises safety and violates the local code. Neighbor 1 refuses to discuss the issue. Eventually, Neighbor 1 asks the City to cite Neighbor 2 for the illegal fence height. Three weeks later - whether or not Neighbor 2 was actually cited - Neighbor 1 receives a citation for an un-permitted bonus room. Neighbor 1 knows that Neighbor 2 caused the retaliatory citation. What is Neighbor 1's recourse? What is the City's obligation, both concerning the retaliatory maneuver and if someone is robbed by a person who used a nook in Neighbor 2's fence to hide before pouncing?
