I hired someone to do some work around my house. I had used them in the past and all was fine, so when he asked for part of the money up front I did not have a problem with it. (dumb, I know) He did not do the work, and I am out $500.00. I sent a letter of demand for repayment, he then contacted me and I agreed to except payments for the return of the money. He did not live up to that agreement either. I am planing on filing in small claims court, and would like to know what additional damages, if any that I can ask for, such as court cost and interest.

My response:

If you win, court costs such as filing fees are automatically included in the judgment.

Unless you had an agreement, in writing, for interest charges then you cannot collect "Prejudgment" interest. However, judgments, once rendered, carry Statutory interest and such interest keeps piling up until the judgment is paid in full.
