harassment of legal deeded right of way

What is the name of your state? New York

We have a legal deeded 20 foot right of way through our neighbors property to get to ours. He is restricting our 20 foot right of way with stakes, logs etc. How should this be handled. We have lived here for 21 years. They moved in 3 years ago. Previous owner NEVER gave us a problem.

To date:
-we have - - first done nothing.
-Then we wrote a letter, return receipt, asking them to remove all obstructions by a certain date, asking them not to block the right of way any more,enclosing a copy of our deed.
-have removed things that could interfere with the guy who plows us out.
- now we are waiting, with less than two weks to go for them to remove the obstructions

Start with contacting a local attorney who can review your situation and then contact the neighbor on your behalf. A letter from an attorney is often sufficient to get their attention.
If that doesn't work, then come back.
