"crack house decor" fence a disgrace

We recently removed a very dead deadore cedar from between ours and a tenant occupied residence that has exposed about a 3 ft gap between existing boundry walls and has exposed their front porch and entry way as well to a view from the drive and the rear of our property (where our trash cans are) and where we would enter our garage if we chose to park inside. Problem is theirs. We don't care that there is now no fence or barricade to replace the natural one provided by the tree. They however, don't want anyone to see their guests coming and going ,which is all day and nite due to their very lucrative "home grown" business, if you get my drift. So, these classy people have erected a poorly constructed crack house looking fence about 4X8 out of some kind of plywood that has fallen several times into our yard and now has been secured with bolts from their side. Looks like crap. Landlord says it is our problem when we complain and hangs up on us. Building and Saftey are sick of these people and don't want to be bothered anymore for such a small code violation for heigth. It is so out of place and obvious and unnecessary seems we could sue to have it removed as a spite fence or something. Please advise.

Hell with the fence , why arent you recording the events going on at the nbrs and getting lic plates and forwarding copies of all to the police ? you know the only thing that might force the LL to do anything to get rid of them is police action wich proves there is illegal activity going on.

we have submitted so many tips etc. to every agency that would pick up the phone or publish a web address. I know their lic. plates by heart, have overheard their disdainful druggie chat over the lame cops inability to do anything and the oh so obvious comings and goings of drug transfers. According to some, only a conviction can encourage a landlord to get rid of his vermin. Then he could sit and wait for everyone to sue him anyway.
