Executor represented by old Administrator.

My father passed away 4 years ago and the estate is still not settled. There is some bitterness amongst all the heirs so in the absence of a will, the judge appointed an outside administrator to handle the estate.

Three years or more had passed and the estate was no closer to being resolved by this court appointed administrator. The administrator seemed to only work with one of the family members and did not return calls or emails of the rest of the heirs. One of the heirs motioned for the removal of the administrator due to this lack of communication and productivity. The court appointed administrator promptly quit.

The heir with whom the appointed administrator would interact with was then appointed by the judge to be the executor of the estate.

Now this heir/executor has hired the old administrator to be their lawyer and again work on the handling of the estate.

Is this legal? Is there someone I can call to look at what seems to be very shady actions going on?
