child moving into a friend's house..do parent's need custody?

I have a friend who has problems in her house with abuse. She needs to move out. She has no close relatives, and i was wondering, what is the legal process for a child moving into a friend's house? Does the friend's parent need to get custody of the child? She is underage and lives in New Jersey.
