We need some advice.

A friend was caught at the border going from Vancouver to the States 4 years ago with a .4 of a gram of pot.
He was given a fine of $500.00, and was told that if this fine was not paid within a certain amount of time, the amount would increase to $5000.00.
Due to a lack of money, my friend could only pay $200.00 at the time, and after missing the deadline, has paid nothing.
Being 4 years later, and $4800.00 more of a fine, he is unsure how to approach this situation.
He cannot travel to the States (can he?!), does he have to pay the rest of the $5000.00?
If so, and he pays the money, does this enable him to travel through the states?
Why did the fine go from $500 to $5000?
I've read in a posting that 28.5 grams of pot gets a $100 fine. Is this different in Canada?
