I sold an eleven year old car for $1000.00. After two weeks the man who bought the car wants his money back. He said that the car quit running. Do I owe him his money?

Not unless you offered a refund warranty or guarantee. If you sold the car without any assurances of quality or a 'buy back' agreement, the fact that the car is not running is at the buyers risk.... Caveat Emptor!!!
