Could a customer, who comes into a store on a regular basis, and who always complains and argues about the prices charged at the register be considered as creating a hostile work environment ? Would this type of behavior be considered under the sexual harrassment laws or would this fall under another type of harrassment. OR - is this harrassment at all ? Does this type of behavior have to be put up with or can a regular employee require that the customer not return due to his behavior ?

You are in a service business where the customer is "King." The only thing you can do is ask your employer to transfer you. If you cause a customer to become unhappy with you, you are the one the company will get rid of. After all, the customer is their bread and butter, and they can replace you at any time, particularly since this customer is obviously a "regular" -- sorry.

A simple question is, "where is your manager during these disputes?" He or she is being paid to represent the company and these arguements shouldn't be fought between a cashier and the customer. Call your manager, step out from behind the register. Let them hash it out. It is not your responsibility and don't take it upon yourself to allow it to happen to you. This customer has found enjoyment in verbal conflicts, don't be a volunteer to their game. Remove yourself from the center. Say, excuse me and go to the restroom and let the manager handle it. It works. Try it.
