What is the name of your state? Washington

My wife is a mid level manager in a manufactoring company. Her direct boss is an upper level manager that refuses to give her the expectations of the job and yet continues to berate her for not completing taskes. Her manager has a personal relationship with the Human Resourses Manager so she can not go to her for advise. Several people that work for my wife have problems with this manager and the president of the company that both come to the shop floor and berate people for not doing certain jobs, or not completing jobs. These people do not feel that they can speak with the HR manager do to the relationship with the upper level manager. Does this count as a hostile work environment?What is the name of your state?

No, it does not.

Unless an employee is being subjected to either sexual harassment or illegal discrimination under Title VII and related laws, they are not in an HWE. It takes more than simple unpleasantness to make an HWE.

Does this count as a hostile work environment? Not even close for reasons cbg stated.

Your wife's options are (a) tolerate the current situation, or (b) look for a new job elsewhere.
