From the AIB SDIP rules for 2006:

Surcharge points are not assigned to a non-criminal minor motor vehicle traffic law violation if it is the first such violation or if it occurs in the sixth (oldest) year in the operator’s six year Policy Experience Period.
Civil speeding in MA is a minor traffic violation.

Also, as seen here:

No surcharge points are assigned to the first non-criminal minor traffic violation in the 5 years immediately preceding the effective date of your policy.
Unfortunately:

You are also eligible for the Excellent Driver Discount if you have 5 years of driving experience and exactly one, non-criminal, minor traffic violation that is at least 3 years older than the policy effective date.
That means that even though you are not assessed points for your first violation in your 6 year record (and therefore no surcharges), you lose your Excellent Driver Discount for 3 years. After 3 years, you get the 7% discount back, and it takes 6 years to go back to the maximum 17% discount on select mandatory/optional parts.
