I got a speeding ticket last week, and on the paper it says there are 4 ways to pay...phone, online, mail, and in person. so i went to check online to pay for my ticket but when i typed in the citation number (and i did this numerous times) it kept saying my citation number was not found.

my question is, is it ok to just ignore this? and sorry if its a dumb question.

Yea just because their site may not be working right it does not nullify the ticket. If you called them and they don't have it on record, and you go down there and there is no record, and then you talk to the police officer who gave you the ticket and he has no record. Then yes you can ignore the ticket lol
