What if another employee, goes thru your desk, and makes copies of emails (that were in the desk), that were of a personal nature and gives these copies to another person? Can they legally do that?

Why were your emails in your desk, and what expectation of privacy did you have at work? Was there a lock on the desk drawer?

There is no law that prohibits it. It might be against company policy, but it doesn't violate the law.

Almost certainly, yes. It appears you have good reason to complain to your supervisor about this co-worker's actions though.
