Is the title holder of a vehicle liable if there is an accident when the car is driven by someone other than the title holder?

Yep. The title holder (or owner) has a responsibility to provide insurance or ensure the operator of the vehicle is properly insured before the vehicle is driven.

More specific answer needed

Can the title holder of a vehicle be sued for beyond what insurance covers if someone other than the title holder drives the car and has an accident?
