wife left her husband, he filed for no fault divorce in pennsylvania in march of 1999 ... he has not yet agreed to finalize the divorce, even though she has agreed in principle to a property settlement ... all custody issues regarding only child have been settled in family court ... after 2 years, is the divorce automatically granted or does it drag on??? what are the options available to wife to speed the process of the finalization of the divorce???

My response:

Wife tells attorney to "Bifurcate" (separate) the issues of divorce from all other issues. This will require a Motion to be filed with the court. But, once the Motion is granted, a divorce will be entered, and the court will retain jurisdiction of all other pending issues until finally resolved. But, at least in the meantime, she'll be legally divorced.
