What is the name of your state? Wisconsin

A City Police Officer issued me a speeding ticket and he was on a County Highway out of City Limits when he gunned me and I was out of City Limits as well heading towards him about a third of a mile away. He and I both were without a doubt in the township where the violation supposedly occured. Can I get off on a technicality?

I am trying to contact the local authorities

Some people have said it doesn't make sense unless the City Police were loaning their officer to the County for patrol purposes around the city.
