Does an insurance company have a responsibility to explain/offer limited or full Tort option to someone moving from out of state? What is my recourse?
Does limited Tort apply when someone from another state is at fault?
What is required to meet personal suffering threshold under limited Tort law. What is the name of your state?

No, they are not responsible for explaining the difference simply because you are from another state. If you ask about the difference, then they should supply you with an answer. However, you signed an agreement that in exchange for a lower premium, you will waive your right to sue for pain and suffering, and that agreement included the difference in premium between the two coverages. That agreement also explained the difference. The thresshold is that the injuries must be defined as serious in order to still get pain and suffering.
