Need to interpret

What is the name of your state? Indiana

This is a quote from the Indiana BMV pertaining to a learner's permit:

"Extent of Driving Privileges:
The extent of driving privileges depends upon the age of the holder. If:
• the holder is less than 18 years of age, he or she may practice driving only while the front
passenger seat is occupied by a parent, guardian, stepparent or other relative with a valid
driver license in his or her possession; or if
the holder is at least 18 years of age; he or she may practice driving only while the front
passenger seat is occupied by any individual with a valid driver license in his or her
possession
."

The bolded part is what is up for question. Does this mean that ONLY the front seat may be occupied or does it mean that anyone can be in the car as long as the passenger is an individual with a valid driver's license?

Anyone can be in the car as long as the front passenger seat is occupied by a licensed driver. And only TWO people in the front seat. The concern is that the more experienced driver should be in a position to aid/assist and monitor the unexperienced driver.

Thanks... That's pretty much the way I interpreted it too.
