3 Car accident

What is the name of your state? Washington
I live in washington State:
I was the front car of a 3 car accident. In other words I was rear ended by the middle car after he was hit by the at fault car.
As it turns out the at fault car is uninsured.
1. Can I file a claim with the middle cars insurance since he was the one that hit me though he was not the main at fault party?
2. If I can is this a better option than suing the at fault owner.
3. Can I file a claim with the middle vehicle and still sue the at fault party.

The accident involves no less than $5000 vehicle damage, $5000 medical expenses, and $2000 lost wage and inceidentals (car rental etc.)

Please help!!

If it were me, I would start with my own insurance company, and let them subrogate to get their money back.
