I am wondering if I am legally obligated to report someone that I know is evading paying taxes.

Legally...NO.

My question for you is: What "taxes" are you talking about? There are close to 100 listed in the IRC. Also, what make you certain this person is even liable to pay these taxes?

HomeGuru response: call your nearest IRS office and ask them.

You did not define who this "someone" is. If it is a spouse, business partner, employer etc. then if you do not report, you will guilty of aiding and abetting the alleged crime. So in this sense, yes, you wil be held as legally obligated to report.
