Shed violates unenforced PD

We live in Dallas TX in an area governed by a PD. 99% of the properties in our area are in violation of the rules governing our PD. Our neighbor has told us she is unhappy with where our shed is. Coincidently, a complaint has been filed with code enforcement citing our PD's verbage that "any structure other than the dwelling must be 15 ft. from the side property line." Our PD doesn't even indicate the difference between a permanent structure and a temporary/ancillary structure. When I asked, the code enforcement lady said a doghouse would be considered a structure and in violation.

Code enforcement paid us a visit and indicated our shed was in violation by not being 15 ft off our side property line. On a drive through our PD we noticed one (1!) property that was actually in compliance with this regulation. No one has been cited except us, and we have been cited due to an anonymous complaint.

The head of our PD wants us to tear down our shed so that everyone else in the PD doesn't get into trouble.
