What is the name of your state? MO

My father is 72 years old, lives alone in NJ.
He will need some care either in home or nursing home, have tried for 5 years to get him to move to MO with us. My question is he has roughly $250,000 in CDs that are in both of our names as well as owns a house valued at $250,000. I currently am the only beneficiary of his will, have POA. I have never touched any of his assets in the past but would like to protect them as I am sure he would like to use them for Grandchilrens college. Should I take out some of the money now before he has to receive care or be put in a home?
