house arrest

I need some information on house arrest for the state of NC. Can an individual go outside on his/her porch...how far are the limits for the tether? We have conflicting info here.

are we talking back porch or front porch here and equally as important, does the residence have plumbing?

We are talking front porch..to be very precise...front steps. The individual likes to sit on them in the evenings. Yes, there is plumbing in the house.

and how many steps is it to the mailbox? Also, while sitting on the front steps, does the individual engage in any activity (humming, whittling, looking at you through
binoculars?)

I dont understand what all that has to do with how far the tether goes..but he isnt going to the mail box. He just wants to know if he can go outside and sit on the steps to talk on the phone.
