I want to know if somebody had reported kids smoking marijuana and when the officers arrived at the location and the kids were there and the cops searched them and they had nothing on them but they found a small bag of pot nearby and the kids had obvious signs of being high could they be charged for anything even though they had nothing on them and the cops did not see them discard the bag?What is the name of your state?
