unfinished house with inflated price

I was not told the truth about a recently purchased home. The builder/owner, who I now know is not a licensed general contractor, said the house passed all inspections but electrical is disastrous, there is no heat in the house, radiant floors are not functional, etc. It is a complete mess. This man, with the help of his loan broker, obtained an inflated appraisal for the property. Is there some sort of reporting agency to turn to? Is there an avenue of recourse?
