Water entering Garage on new home

Home is in California. I am the second owner. Home was built in 2003. We purchased May 2006. Recent rains have brought to light the fact that some substantial water is entering the garage (concrete floor) through a side door as well as the main garage door during hard rain. Unfortunately, the garage floor is not grades such that the water drains out. Just sits there.

The home is in a development with a common builder. Is this something that the builder is responsible for. It was not caught during our home inspection as there was no rain at the time.

You purchased from previous owners not the developer. Can the door not be properly sealed to eliminate the rain running in or is the grade so bad it can not be stopped?

If it is truly that bad you might have a drain placed in one corner to drain the water out or you might need concrete work done to adjust the slant.

What do the previous owners say about this issue?

What did your disclosures say about water intrusion?
You may need to place a drain outside the garage door, running parallel to the doors. They'll cut cut about a 8" wide across the driveway, dig down about a foot (maybe more) and fill with pea gravel. Top with a heavy duty grating that you can drive over. If it's real bad, they will have to put some drainage tiles and divert the water away from the driveway.
