My husband and I both have Visa cards that pay cash dividends. Is there any rational basis for excluding these dividends as taxable income?

My husband and I both have Visa cards that pay cash dividends. Is there any rational basis for excluding these dividends as taxable income?
Those sorts of things tend to be more in the nature of rebates rather than actual dividends, which would generally make them non-taxable.
