:confused: What is the name of your state? Pennsylvania

My father-in-law died leaving no will. He is survived by a girlfriend, two brothers, two sisters, three grandchildren, his only child died earlier. Who is considered the next of kin and what rights does the grandchildren have to his estate?

Intestate succession rules the distribution of the estate.
In pennsylvania that would require that the brothers and sisters take under the will.
