I plan on putting it on the outside of my house. Replacing the old siding with hardiboard siding.
Why haven't you asked this question of the housing department where you live? You would have gotten the answer in 30 seconds.

Call the local municipality and ask them.

I can tell you that in my township, the answer is "no".
