You must work at the DMV because they are the only ones that can release liens on titles. There should be very specific rules on when this can be done based on the agreement with the lienholder. Lienholders would usually sign off that their claim has been satisfied.

Of course not. It happens all the time right after the debtor pays off the creditor that holds the lein and they provide a release of lein to the DMV/BMV

Did you possibly mean something else?
