Tampering With Electric Meter

What charges can be filed and what are the penalties for tampering with your electric meter?

I worked with a group of electricians who turned their meter over and let it run backwards for part of the month. It worked well in reducing their electric bill until the meter reader showed up one day when the meter was inverted. Besides a red tag, criminal charges, you could expect to go without electricity for a long time--at home, although I'm pretty sure the lights will work in jail.
