I bought a used car with a warranty in California. The timing belt should have been changed prior to that time, according to the manufacturer schedule . I had to pay for the repairs out of pocket. Is the dealership responsible?

Does the warranty cover the timing belt? Most used car warranties cover only "major assemblies", ie, the engine assembly, the transmission. Read the warranty that came with the vehicle. All you may have is what is called an implied warranty. The dealer assumes the vehicle is in proper operating condition and is safe to operate on the road. If there was a major failure (engine, etc), it would be covered, but items that required regular maintainance, such as tires, wiper blades, timing belts, filters, brake pads, etc, are not.
