What is the name of your state? Missouri

Can a person file tresspassing charges against someone if they do not own the property?
It's a false charge, I have an eye witness, but the person lives on the property and does not own it.

Can a court order someones house to be sold to pay a civil debt?

Random people don't file charges, they may make a complaint, but it is up to the prosecutors and police to charge you.

Anybody can make a complaint. People who are living there (renters or otherwise authorized by the owners) pretty much have the same force of law as the owner anyhow.

As for the trespass charge, it matters not who owns the building as long as it isn't you. If you cross a fence or other enclosure, if you're told to stay out by a person or sign you are guilty of trespass in the first degree, otherwise it is trespass in the second degree. There is small exemption for adjacent land owners.

Your only real defense on the tenant vs. owner argument is get the owner to argue that you were permitted to be there.
