RE: Bail money used for settle other debts

There is a friend of the family who is willing to post the bail, but wants us to check if the bail money willbe used to settle an child support owed or have a lien put against it by the DA or victim's family. Since the bail is $16,000 and the person does not want to lose any of it. We are all guarantee the appearance and he has never skipped jail or missed court before so we aren't worried, but it is a lot of money to lose when it has nothing to do with the case. We are aware that it may be used to settle court fees, or not returned if he fails to appear.
I have already checked in with a reference librarian at the local state law library and they can't find any procedure on using bail other than to guarantee appearance.
He technically owes child support, but has been making payments and made arrangements when he was not working.
Any information would be greatly appreciated. We were just able to get his PO hold taken off because it was an illegal hold and so now we would like to at least be able to post bail. Actually the bail was originally $8,000 and when the DA and the PO found out the family had raised it within 3 days, they asked the judge to double it and placed a PO hold on him so that we couldn't put up the bail in time before the case got heard from the judge. We have been fighting this for the past 4 weeks until we got the hold taken off 2 days ago and now we are trying to just post the bail without notifying anyone.
