What is the name of your state? IA

When a person is arrested and placed in jail can the assigned public defender waive the detainee's preliminary hearing without their knowledge? My understanding of the Iowa Code states this must be done by the detainee in writing or verbally to the judge. Also, is it lawful for the 'system' to hold the detainee for one month before arraignment or little contact with public defender besides the initial meeting? Attempts have been made to contact public defender by the detainee for court bond hearing or to provide pertinent info on the charges with no response. I appreciate your assistance, thanks.
