When does the statute of limitations begin?

What is the name of your state? NE

Do the statute of limitations begin when the crime is discovered by the victim or the authorities? I got a state issued driver's license over 4 years ago (NE's fraud statue is 4 years) and the individual whose information I used has known for the entire 4+ years. However the DMV just found out. So when will the SOL begin? Or are there multiple victims here, my relative and the DMV, resulting in multiple SOL's for the different crimes?
