My son, now living in NY, has 3 warrants in CA with charges: VC22450A, VA14601.1A and VC4000A. How can we get these taken care of from NY? What steps need to be taken?

Your son needs to do 1 of 2 things. Bring himself to CA to deal with his issues or hire an attorney to go to the court where the warrants are to take care of his issues. Driving on a suspended requires a mandatory court appearance.

Have him contact a California attorney who's practice is local to the court where he was supposed to appear. Below are the vehicle codes you posted. The stop sign and registration may be a matter of simply paying a fine. The driving on a suspended can become a serious charge depending on several factors. Like why it was suspended, if he was notified by the DMV of the suspension, how man prior driving on a suspended violations he has received (if any) etc. Whatever the reason was for the suspension, did the court order him to complete any alcohol or other driver improvement classes which needed to be completed before his driving privileges would be reinstated? Did the DA suspend it for failure to pay ordered child support? If so, he will have to get current on his support in order to have his license reinstated. He should know all the answers to these questions and depending on what they are, will determine whether he has to appear in person or if it can be handled without him physically being in court. Contact a local attorney who can look into the matter and determine what needs to be done. If child support is involved, it can all get quite expensive as I've heard of 50 to 100 thousand dollar amounts being required to pay a support account current and at least 10 per cent of that, to get on a payment plan. If he has a warrant for failure to appear, the judge may want to see him in person in order to dismiss it. If he has prior driving on a suspended, he may have mandatory jail time he needs to serve.

22450. (a) The driver of any vehicle approaching a stop sign at the
entrance to, or within, an intersection, or railroad grade crossing
shall stop at a limit line, if marked, otherwise before entering the
crosswalk on the near side of the intersection.
If there is no limit line or crosswalk, the driver shall stop at
the entrance to the intersecting roadway or railroad grade crossing.

14601.1. (a) No person shall drive a motor vehicle when his or her
driving privilege is suspended or revoked for any reason other than
those listed in Section 14601, 14601.2, or 14601.5, if the person so
driving has knowledge of the suspension or revocation. Knowledge
shall be conclusively presumed if mailed notice has been given by the
department to the person pursuant to Section 13106. The presumption
established by this subdivision is a presumption affecting the
burden of proof.

4000. (a) (1) No person shall drive, move, or leave standing upon a
highway, or in an offstreet public parking facility, any motor
vehicle, trailer, semitrailer, pole or pipe dolly, or logging dolly,
unless it is registered and the appropriate fees have been paid under
this code or registered under the permanent trailer identification
program, except that an off-highway motor vehicle which displays an
identification plate or device issued by the department pursuant to
Section 38010 may be driven, moved, or left standing in an offstreet
public parking facility without being registered or paying
registration fees.
