What is the name of your state? FL/TN

If my 14 year old sister had sex with an eighteen year old, irregardless of whether they were to claim consent by both parties in court for statutory rape, in either state. How long after the events (intercourse or w/e) could the boyfriend not be held accountable...like is there ever a point where she could no longer be able to make a valid case if she let it ride?

Then, of course, the offender would have to worry about a civil case being brought against him in which the statute of limitations would be different.

BTW, it is not irregardless as to whether or not they both consented, as the legislatures have determined she is not old enough to consent.
