i am 16 and about to turn 17 i want to know if i can move out when i turn 17 without parental consent?

You can and then whoever you move in with could be charged with harboring a run away.

You can move out without parental consent when you are 18. At 17 it is still your parents' right to have you dragged back home and locked in your room for the next 12 months.

Relax, by the time you turn 18 you'll realize that your parents were right and the guy you think you're in love with is really a jerk.
