My question is does a power of attorney have to be drawn up by an attorney?

My brother and I have POA for our elderly father who had a stroke and 2 heart attacks almost three years ago.

Now our mother, who is ten years younger than dad, has had a series of strokes. She is hospitalized, is fine mentally, but is extremely limited physically. Could we use the power of attorney we have for dad to type up one for mom and have it witnessed and notarized in her hospital room without having to go through an attorney?
