Is out of country ( mexico ) insurance able to substitute for a no insurance fix it ticket???

Depends on whether the insurance covers you if you get into an accident outside of Mexico. I would guess not. If you are living in California, that is where your insurance should come from.

The insurance has to be provided by a state admitted carrier...and, of course has to actually COVER you in Cal.
