How far can a claim go if there is no police report or bystanders for a rear end collision?

I have no idea what you're asking. Generally, the person who rear ended the other person is at fault.

If you still have questions, you'll need to be more specific. You don't need witnesses or a police report (remember, the police didn't witness the accident either) for a claim to be filed.
